Race capacity versus party size

AI fills vacant race slots. The announced plan to raise parties to six does not change the current three-player limit.
Joining an existing Tour
Matchmaking prioritizes filling existing races. You may enter a Tour as a spectator first, then receive resources for the following race. Spectating on arrival does not necessarily mean you failed to join.
Starting a new match
A new match needs you and another independently matched player. A two-person party needs a third player outside that party; the fact that your party already has two people does not guarantee immediate creation of a fresh match.
Distinguish waiting for a new race from filling a vacancy in an existing one. A party also does not create a private lobby.
